When the Python Notebook Server is not started then red colored cursor comes over the run and run all buttons which is not clickable, but it doesn’t show any message that why it is unclickable at the moment.
When the Python server is not started and user hover-over the run button than the pop-up message should also list the reason that ‘Start the Notebook Server First’
