Non-uniformity at users page

Users Page under Pod and Admin have some non-uniformity. At Pod’s users page, we have a toggle button to change a user to viewer and for Reset we have a Reset button

While on Admin’s users page we have an eye icon under Actions and for reset we have a reverse icon. It is not clear from the icons, that what are their functionalities. Even on hovering for eye icon, we have helping text “Make user Viewer”, but for reverse no text is there.

The reset icon becomes active when there are 3 failed login attempts that can be reset by the Admin. Yes, we can add a tooltip even for the disabled reset icon to indicate why it is there for. Thanks!
