This highlighted three bars icon is non functional. It seems like it is there for some more options or a list view but it does nothing. That is a bit confusing for users. Moreover, there is no option to collapse or expand this navigation bar.

It is functional in case a top module has a sub-module and the sub-module selection pane comes up. Then the icon can be used to expand and collapse the sub-module pane. At times, when the user clicks on a top module that does not have a sub-module then the icon becomes redundant. It is present to maintain the static behavior of the nav bar.
